PANELISTS
Timothy L. Collins is a partner in the law firm of Collins, Dobkin &
Miller. He served as Executive Director of the New York City Rent Guidelines
Board from 1987 through 1994. He is the author of Fair Rents or Forced
Subsidies, Finding a Regulatory Taking Where Legal Fictions Collide, 59
Albany Law Review 1293-1319 (1996).
Sheila Garcia was appointed by Mayor Bill de Blasio to the Rent Guidelines
Board in 2014, as a Tenant Representative. She is the Community Organizer
at CASA New Settlement, a not-for-profit, mixed-income housing and community-service
organization in the Bronx.
Delsenia Glover is the Campaign Manager for the Alliance for Tenant Power,
a coalition between Make the Road New York, New York Communities for Change,
Tenants & Neighbors, Community Service Society and the Legal Aid Society.
She is also the Rent Regulation Lead Organizer at Tenants & Neighbors,
a grassroots organization that helps tenants build and effectively wield
their power to preserve at-risk affordable housing and strengthen tenants'
rights in New York.
