Based on his claim that his landlord had used a destructive chemical spray while treating a bedbug condition in his apartment, Rick Kee was awarded $2000 in damages by the Bronx County Civil Court.
On appeal, the Appellate Term, First Department, didn't think that outcome achieved "substantial justice"--particularly since the tenant's case hadn't been supported by a professional opinion and the same chemical had been used twice prior "without incident."
That sure was off, Kee.
